Hello everyone,
By now you should have received two emails from Roberta about the damage caused to the new sewer sections from water and toilet waste draining into it. With all the checks we have put in place, it still wasn’t enough to prevent residents from putting water and toilet waste into the new sewer lines. It is easy to get into blaming and shaming but at the end of the day, we just need to come up with solutions and move forward.
Roberta shared the impact to homeowners in violation and some of the processes we are putting into place in her email. I won’t repeat the details. Please review both emails. More information will be coming in the next days and at the townhall meeting on Friday regarding how we will be moving forward.
I have to admit that the last two days have been demoralizing, and it has taken a moment to recover. What I do know is we have experienced major challenges during every stage of this project, and with the support and cooperation of this community, we have overcome every obstacle and succeeded. Every person in this community has a part in making this project a success, so please help by doing your part to comply with instructions. We will do this together! Thank you for your support and cooperation.
ZONES: Homes are either in the Red Zone (work section), Blue Zone (Prep section), or Green Zone (Clear section)

TLC will continue working on Plaza San Blas this week. Thank you to everyone who has complied, we greatly appreciate it and thank you for your continued support. Work will continue on Plaza San Blas into next week. Please do the following each day.
BLUE ZONE: NEXT SECTION: 65-72, 53-58, 59-64, 129-136, 1-4
We will begin working with Calle De La Noche and Plaza De La Noche residents next. Please expect texts/calls/emails to help you get ready for being in the Red Zone.
Please prepare by following Blue Zone instructions below.
GREEN ZONE Everyone not in the Red or Blue Zone
We will try to keep water ON as much as possible for the entire community. Water will be turned off without notice. Please have water available for drinking, cooking, dishes, and toilets. You are free to use your sewer line.
VEHICLES
Please stay out of areas that are barricaded or marked off limits. It is important everyone stay out of these areas for their own safety and the safety of the workers. Please make sure vehicles are not parked in Plaza San Blas for the duration of work on this street.
No one is to be moving cars in and out of that street. Cars should be parked in the overflow parking by the community center or Calle San Blas. If the work continues through next week, vehicles are not allowed on that street over the weekend. Driving in this area presents risks to vehicles and drivers.. If residents do not comply with parking rules, they may have their vehicles towed. Damages to vehicles or TLC equipment or injury to TLC employees will be assessed to the responsible residents. For everyone’s safety please keep vehicles out of this area!
CRITICAL INFORMATION
INDIVIDUAL SEWER WASTE: TLC will be automatically blocking sections of the main sewer line and individual homes to prevent damage to the new sewer line. Sewage may back into homes if residents run water or toilet waste into their sewer pipe. If lines are blocked at the individual homes, they may be blocked until work on that section of the community is complete. The quicker we get everyone on board with this process, the quicker we can get this done.
WHY CAN’T WE USE OUR SEWER FROM 8 AM – 11 PM?
The process being used to replace our existing sewer pipes in this phase is called trenchless lining. (Cured in place piping: CIPP) This allows pipes to be essentially manufactured in place.
This involves coating the interior of the existing pipes with an epoxy liner that then becomes cured or hardened into a new pipe.
This curing or hardening requires 3 hours to cure 70% and 24 hours to cure 100%. The epoxy liner cannot properly cure if water and toilet waste are drained into it before a certain level of curing has happened. This is why residents are restricted from putting any water or waste material into their sewer pipe between 8 AM and 11 PM. This allows enough time for the new pipe to cure.
COMPLIANCE:
If everyone follows the simple rules during this project, we will get through this as quickly and smoothly as possible.
HOW CAN RESIDENTS HELP MAKE THIS A SMOOTH AND SUCCESSFUL PROJECT?
1. Follow the step-by-step instructions when your home is in the Red Zone.
2. Prepare your home and yourself to be in the Red Zone.
3. Stay informed.
4. Stay out of work areas.
5. Help your neighbors that need support.
6. Communicate with Respect.
7. Volunteer
8. Keep a good attitude.
9. Be Flexible
WHAT ARE THE CONSEQUENCES OF NOT COMPLYING?
1. Water is shut OFF to everyone in the community.
2. The community cannot risk water or waste entering into the pipe before it is cured. This is a community asset and enforcing these rules and processes helps to protect this very important and expensive community asset. Damaged pipes caused by residents’ noncompliance will not be warrantied by TLC
3. Any damage to the pipes caused by negligent residents or homeowners will be charged to that homeowner.
4. Entering TLC Work Areas can cause injury to residents and TLC employees. Disrupting their process, may also cause damage to the pipes. Threating or screaming at employees will not be tolerated. If you have questions and concerns, please contact, Cathy, Roberta, or me. Again any injury to employees or yourself if you are in the barricaded work areas will be dealt with legally and financially.
5. It is important for residents to comply with the simple process that is required, as legal or financial action is easily avoidable.
